The new scenario solution adopts innovative products in the fields of new energy vehicles, new generation information technology, advanced photovoltaics and new energy storage, biomedicine, high-end equipment and new materials, smart home appliances (residential), quantum information, aerospace technology, fusion energy, biomanufacturing, next-generation artificial intelligence, etc. The amount of innovative products to be applied in the new scenario solution shall not be less than 50% of the total project amount.

The new scenario solution has been tested and validated in relevant fields or has formed practical application cases, but it has not been fully commercialized and applied on a large scale.

The new scenario solution has progressiveness technology, replicable promotion prospect, demonstration driven and iterative upgrading functions, and has high potential economic and social benefits, which can be widely promoted in relevant industries or fields.

Recently, the results of the selection and recognition of new scenario solutions in Hefei in 2025 were announced, with a total of 32 solutions selected. The selection of solutions in the field of new generation information technology (artificial intelligence) is far ahead, highlighting the strategic value of artificial intelligence technology for economic and social development.

In the field of quantum information, Guodun Quantum's "Core Data Flow and Access Control Scheme Based on Quantum Security Technology" has been selected.

The plan focuses on the security pain points faced by core data in industries such as tobacco in cross institutional circulation and storage, such as leakage, theft, tampering, and abuse. It integrates innovative products such as quantum key generation and management terminals, quantum security routers, database encryption gateways, and quantum random generators to build a quantum security protection system covering the entire process of "transmission storage access", achieving end-to-end quantum encryption of data during transmission, as well as tamper proof and traceable access control in storage, effectively improving data confidentiality, integrity, and internal control management capabilities.

The related innovative products are at the international advanced level among similar products at home and abroad, and have passed the commercial password product certification or testing of the National Cryptography Administration; The related core technology has won multiple honors such as the first prize of Anhui Provincial Science and Technology Progress Award, China Patent Silver Award, Anhui Provincial Patent Gold Award, etc; The solution has strong scene innovation and demonstration promotion capabilities, and has been successfully piloted and applied in projects such as Hefei Quantum Metropolitan Area Network and Hefei Houdian Quantum Application Demonstration Substation. Among them, "Hefei Quantum Metropolitan Area Network" won the first batch of Digital China typical cases, and "Hefei Houdian Quantum Application Demonstration Substation" won the top ten benchmark demonstration application scenarios in Anhui Province in 2024.

It is reported that the People's Government of Hefei City issued the "Hefei New Scene Scale Application Demonstration Action Plan (2025-2027)" in September this year, which mentioned "promoting the implementation of no less than 30 new scene solutions every year and forming demonstration applications".
